Design-wise, Huggy Wuggy is a brilliant subversion of a children's mascot; his design is initially friendly but becomes monstrous in scale and context. The game uses him masterfully throughout the chapter; long before the final chase, players can spot him in the background in various rooms, standing eerily still on a catwalk or watching from the shadows, creating immense psychological dread.
